Should be treating them like hard drugs. Drugs in powder form or in liquid vape form is still drugs, just in a different medium. No such excuse as "don't know" when it comes to consuming or importing them into Singapore. Death penalty for drug traffickers. Problem immediately solved overnight.
And use Parental Controls. And directly supervise phone use when at home.This one very hard, cos their friends in school have and thus will still be exposed to stupid and silly stuff you want to protect them from.
Education is still the most important line of defense, besides it's not like you can keep phones away from them forever, there will come a time they will have their own, be it steal cheat or lie.
