even my EC neighbour also noisy fellow, like to arrange his flower pot after 10pm.

I got frenz work town council handle disputes not easy too
Once involve in people matter will have disputes not happen in condo too
In workplace also same you can not happy with your manager can scold him too then quit on the spot

Actually not only HDB estate, on buses and MRT trains as well. There are just many people who are inconsiderate... young, old, local, foreigners and etc... they seem to have "hearing" issue and like to listen to loud music or drama on mobile phone...
