Can I confirm that this phone supports OTG and MHL? Also does the phone usually comes downloaded with Google Play and do I need to root the phone? (I don't know how to root)

No doubt that at $199, Nexus 4 is a good buy. But there are some ppl who needs dual sim function, expandable storage and removable battery.

Yes you can use 3G in Singapore. Rooting is not mandatory if you do not see any use for it. If you're buying from aliexpress, best is to ask these questions to the sellers as there might be diff batch with diff firmware(some rooted, some not).
