There should be a proper channel to apply to appeal for donations on behalf of others, especially minors.

For example, to officially apply for a such a permit, they have to declare the purpose, who is it for, and have to setup an escrow account where people cant just take the funds for their own use.

Someone has to oversee.

Maybe can delegate this to mayors, give them purpose. Justify their extra pay. Just throwing ideas out there, not saying i analyzed this thoroughly.

Actually gov should be the one setting up a dept that help review, crowfund and manage donation. Those who wanna crowdfund can apply thru it ..etc.

But instead of doing real and meaningful jobs they like to setup useless depts or agencies that cbl like simi skillsfuture ... wsq ... a lot of survey departments ..etc. Almost no value added jobs.
