Thank you for your advice! In any case, I am not fighting for a spot this year as I have to serve NS first. So with that, I was wondering if I have a slightly higher chance cause it's 2 years later after all. I appealed yesterday and they just sent an email that they will notify me of the outcome again. HOPEFULLY this time I can make it in ! At least by luck.. I worked extremely hard just so I can enter local U and it doesn't really matter if I manage to enter by grades or by luck I will strive like crazy again when I'm in there =(
Believe you me, god just given you the biggest break to you [despite your complete lack of luck in the academic department] to turn your luck around with 2 years NS. You can either squander it or make use of it.

Let the army dictate my every move. When I sleep eat and **** but not my mind. My mind is for planning my future. And what does planning need? Time and you will have lots of it rushing to wait and waiting to rush as with the real world.
1) Think about how to maximise your army handouts. Can you get officer pay? Save all of that. Forget the girlfriend, the weekends out. Eat at home. Bother your parents till they get sick of you
2) Have a serious discussion with your parents how much money they can realistically foot to bridge the academic gap that your grades are. Find out what are the private institutions that have bridging programme to catapult yourself into the degree of your choice. If you're malay, indian, teochew or hokkien find out who the heck gives zero interest rate loans, bursury and what have you and go from there.
3) Once you have the structure of your back up plan done in 2, think up of how you would deal with the appealing knowing that all the rest of the NS guys too will be appealing and the world has moved forward while you're stuck in a hole just fine. Do you have hobbies, projects that show a genuine SUSTAINED interest in the programme you're appealing into? How good is your engineering knowledge? How much of airplanes interested you back in your poly days? Can you ask for a posting that will put on full display just how good your engineering knowledge and what not is in real life?
Do something on top of everything that you have already done to show that you're not some one off short time phony one trick pony to differentiate yourself from all the fakes that the old men and women on the appeals board will see right through.
If you have time, I suggest you pick up a second language/ dialect get real good at speaking it in 2 years. That will really help to show that you have what it takes to stick and something and solve a problem - in this case the problem of your future.
If nothing above works because you need money and no one can give you some. Guess what, you're in luck. You have an engineering diploma. If you're willing to work the hours nobody will, can stand all the gossip of not being married and a graduate by age 30. You will succeed one way or the other.
It depends all on you. The questions are 1) do you want to tax your brain 2) how hungry are you for success such that you can forsake everything else and be a monk without being an actual monk?
Not everybody can do what I just told you to do, that's why they are where they are and we are where we are. Envy is a bad thing. Still think 2 years is a long time?
