Advice on GPU for Witcher 3

I am planning to get a new rig for the upcoming witcher 3.
Which GPU should i get to play witcher 3 at max setting at 1080p? Is 960 enough?

take note on the cpu too. i have a 980 and i still can't play witcher due to my i5 4460.

Cannot be. Then there is something wrong already.

Reason being the minimum specs to run it is a i5-2500k, and i5-4460 which is considerably faster than 8350 is able to play the game. And highly recommended is a i7 3770.

This game will have an issue at the start. Its poorly optimize, and brings every CPU around them to their knees.

oh really? i'm said that based on www.systemrequirementslab.com. so my i5 4460 would be fine?
