What is his current gpu? I would recommend getting another 8gb ram to make it 16gb total. 8gb is quite minimum in 2019.

what's his monitor? a gtx710ti doesn't sound like it's going to handle anything much more than 1080p. if he's on a 1080p screen or lower, there's no point upgrading to an rtx card, unless he is also willing to spend extra money on upgrading his screen too.

for 1080p60, gtx1060 6gb (not 3gb) or rx580 should be fine. 1440p60 then can start considering rtx2060.

his current GPU is GTX 750 TI

Rtx 2060 is a good upgrade over 750ti if gaming on 1080p. If there is a budget, can consider gtx 1660. Brand wise, go for zotac, palit or galax if want cheap. Mid range is msi and gigabyte. High end is asus. All perform the same, at most 1-3fps diff nia.

1. Get 1 more piece of 8gb ram. (make sure it's the same clock speed)
2. Is your friend using a 1080p monitor or 1440p monitor?
3. For 1080p gaming, RX570 is good enough. If got more money, then go higher.

One more thing, is your friend using an SSD for his OS? Or just hdd to house everything?

Depends on his monitor.
2060 will be good enough for 60mhz monitor on ultra settings
