Advice to Ugrade PC

Hi, my current PC was last upgraded in 2011, running on Window Vista Home.
Was thinking to upgrade it and install Window 8/10.
Mainly use for light gaming and web browsing

Below is the setup for my current PC.

Biostar A880G+
AMD Athlon II x4 645 Processor 3.10GHz
Kingston DDR3 PC10600/1333MHz 4GB
AMD Radeon HD 5450
Hitachi 320GB + WD Green 2TB
FSP 500W Aurum Gold Series 80+

My budget for upgrade is $400-500.
Any recommendations?

am looking to upgrade it to be good enough to use photo editing/image processing apps smoothly like adobe photoshop

Then get a new stick of 4GB RAM, 250GB SSD, and a GTX 750 Ti. Is your photoshop images going to be big?
