AMD 2200G: Does changing VCore always mean changing CPU frequency?

I am trying to o/c my 2200G.

When I set the CPU to 3700, the frequency is stuck at that value at all times according to Ryzenmaster and HWinfo. The frequency does not drop when workload is dropped.

On the other hand Vcore ramps up and down according to demand, and when idling temperatures are cool with fans running at low speed.

Based on Vcore, temperature and fan behavior, can I assume that the CPU frequency readout might be incorrect, and the cores are actually going up and down in frequency according to demand? Thanks.

I vaguely recall this was a common problem in my own experience. This issue affects the first 2 gen of Ryzen chips where any tweak in clockspeed, HWinfo or Ryzen Master will just show that fixed clockspeed. VCore and temp will change only because the load on the core changes.

So frequency could in fact be fixed?

Does it really matter from a power savings point of view?
