I really new to creating android apps. And I wonder which build my app(mobile app for school project, not related to wearable) should be on?

If I happen to build using Android 4.4w, does it really matter much?

If you want to produce a build that your assessors cannot run on their Android 4.2 or older devices, go right ahead.

Since it's for a school project, I assume backwards compatibility isn't that much of an issue. Just base your target SDK as Android 4.0 and you'll be fine really. You avoid all the trouble that comes with ensuring your app is compatibility with earlier APIs.

Good luck for the project. Follow Android's design guidelines and make sure no part of the UI lags when you're using it and you'll be fine.
