Nvidia Shield TV Pro 2019 version, nothing beats it. Still it may not be good for things like Gamecube emulation.

Some Youtube review for reference.

But of course it depends on the Emulator you are looking at and your budget.

1) Below S$100
a) Proper Android TV box with certified Netflix 4k
Even the Amlogic S905X2 (or S905Y2) based Google Chromecast 2020 can handle some emulation games. You can probably choose Mecool KM2 as well.

b) cheap but faster generic Android TV boxes with Amlogic S905X4 CPU or maybe S905X3.
The S905X4 based generic Android TV box which is pretty cheap and emulation performance will be bit better than the S905X2 (or S905X3). However, you will not have Netflix HD or Singtel Cast or things like that, and the build quality may not be consistent

c) Proper Android TV box with official Google Certified Android TV OS but not certified for Netflix 4k.
Mecool KM6 may be a good option if you do not need Netflix.

2. Between S$100 to S$200
One step up but below Nvidia Shield TV Pro is the Amlogic S922X based Android TV box. The price is on the high side now due to component shortage, so it may not be worth it.

3. Higher than S$200
Nvidia Shield TV Pro is the one to get.
