On his way to dispose the luggage, a amdk Samaritan saw the man struggling with the luggage and offered to help. Then amdk realised the luggage is overflowing with blood.

Nearby Patrol officers were later alerted and they went to investigate the luggage. The whole scene was recorded by passerby. It was shared on EDMW, and peepur commented about how humji the officers were. Clearly not trained to deal with such mess, way above their pay grade..
