anybody realise Condo construction seem to be faster than BTO?

Bishan BTO 1200 units take 5/6 years to build. Nearby Jadescape with 1230 units plus 50 facilities take 3.5 years to build.

Same scale, why so ?
Because, condo when they sell to u, they already got all the plans permits etc all approved and they have construction company starting works already when sales launched...

HDB they only award the project when there is sufficient interest or a certain threshold sold Liao.. so the contractor also not on board..

Chiu run internal project with internal boss and external with customer.
Which one more demanding?

Just like escalators at MRT stations. Always service damn long one. Seldom see such issues at shopping centers.

Must see projects how many blocks ma. Mid size one usually around 300-500, unless is mega ones like 1000+.

or BTO nowdays the project usually quite big leh i see, like blocks a,b,c,d,e, and multi storey is F. This will take time.
Mostly prefab should be even faster

not to mention condos got interior furnishing all fitted in also TOP faster than BTOS.

every condo unit got flooring, kitchen cabinets/tops, room built‐in wardrobes, toilet cabinets done also end up TOP faster than BTO.

Wat to do?

now all prefab casts mould from malaysia come

is the project size money when in pocket 1st

condo is asap hit milestone money in riao

the bto is have to wait all the block in that development finisheds until PE inspection final sign off then release payments

u contractor of cos chiong the condo 1st cos deadline faster n size smaller n get money faster to roll next developments

hdb wont fail so can drag

private developer never know when liquid finish so quickly hit miestone collect money 1st for materials spending

the last part is well known but doesnt make sense. you as the govt should already know that there is a shortage and huge demand for housing, especially with young couples. yet why want to wait until finish BTO application liao choose unit all then start to build? doesnt it make sense to do both concurrently so as to reduce time wastage? this also indirectly affects birthrate too.

It is balancing act between cash flows, construction duration and permit timeframe. A few scenerios,

1. Lesser manpower, the longer the construction period, the higher the cost of equipment leasing, risk of fine.
2. Hire more manpower, higher labour cost, shorter construction period, higher upfront cost.
3. Plan out in stages, build a smaller portion of the development, sell out 1st stage, then start building 2nd stage, then 3rd stage. Can maintain cashflow, hire lesser manpower and pay lesser fine.

There is some error in your GLS/BTO awarding process & timeline but that’s another topic for discussion.

BTOs prior to 2017, waiting time is 3/4 years.
BTOs in 2018-2020 Q2 (pre-Covid delay) waiting time is 5 years average.

Building technology have improved a lot in the past 5 years, so why can’t HDB shorten waiting timing?

Very simple reason : HDB launches too many flats that they can’t cope/deliver !

Bishan BTO 1200 units take 5/6 years to build. Nearby Jadescape with 1230 units plus 50 facilities take only 3.5 years to build.
Queen’s Arc BTO with 660 units expected to take 6 years to build. Stirling Residences nearby and with double the units took 3.5 years to build.

How you explain ?

You also see the lease start date... For private condos. The lease start when developer take hold of land and top up premium to Gahment, so quickly construct to dont lugi the owner. BTO lease start date is when first owner of block take possession of key. So of course also HDB no pressure to construct so fast since lease also haven't start yet...
