To answer both questions..

Yes and yes.

WoL can be wonky on ASRock board. Previous BIOS version broke WoL. Current 3.20, my WoL is working fine.

USB option can turn off power i believe. I turned it on to charge my phone. Go to Southbridge configuration and switch on Deep Sleep and try.

Lastly, booting depends on your configuration of Memory timings. I've played around with my memory settings until I found a configuration that do not train memory every start up and just boots to splash screen right away. Having Samsung B-die memory helps too.

am on 3.2 bios as well
tried a few apps for wol and none worked so presume must be a bios setting issue, something that was missed
both the usb staying on and wol are related to the southbridge configuration deep sleep right?
how to "not train memory every start up"?

If you put to Deep Sleep, everything will be switched off, including WoL.

I am not home at the moment so I can't access my bios settings to see what other option are there to switch off the USB when shutdown.

For WoL, I am not sure what app you're using. You have to be in the same wireless/wired network as the PC to work. Unless you are accessing the Router remotely and asking it to Wake-on-Lan your PC.

For my case, I am using pfSense router on a mini-pc and a switch. I am able to access it remotely from anywhere and WoL my PC.

For the memory part,
Firstly, Ryzen base support is just 2400 Mhz. anything above is an Overclock of memory.
Training of DDR4 happens on AM4 when it tests the Memory Overclocks at start-up. If OC is unstable, the motherboard will increase timings, change some settings and try again. Usually up to 3 times (default setting) before it boots with safe-settings of 2400 Mhz. It seems that your overclocked memory settings is not stable enough to boot right away.

Many factors can affect the issue. Mainly is the type of memory. Ryzen works best with Samsung B-Die. Hynix and Crucial chips still has some teething issues.

For me, I set higher SoC voltage, changed some timings and modes in DDR4 (I can't remember on top of my head) until my PC boots straight to splash screen instead of training. Boot times can still be about 20 Sec total...

here's a link from Reddit that might help you.

tried a few wol apps downloaded from the google play
they worked on my notebook but not taichi so should be taichi bios settings

edit: enable deep sleep will turn the usb off

for the memory "training" is referring to cold boot right?
even at the native 1866 speed and disabled xmp the bios/uefi boots slower than my old notebook
unless the memory timings are having such an effect at board native speed?

You'll have to explore what works. It might not be the BIOS settings only. Sometimes the router must be configured for WoL as well. DD-WRT on Asus worked well.

For the booting, many factors comes to play. Bigger RAM can cause slower Boot times because Microsoft loads more frequently used programmes at launch. Also UEFI windows boots faster than Legacy.

So is your windows installed under UEFI or Legacy?

The memory settings must be fine tuned manually. Auto means the motherboard will find the most stable values thus slow down the boot.

Laptops usually has Fastboot turned on. And most laptops dont fully shut-off unless battery is removed and power is unplugged. They are also configured to boot using UEFI. And intel has faster memory boot up with XMP.

exhausted my knowledge on the settings to try so asking here
hope is not router issue

both taichi and notebook using win 7 so is legacy bios
is comparing from total cold boot so more like comparing uefi vs bios

is the beta 3.20a bios worth trying?

seems like is board issue
whenever the magic packet is sent, can the see orange lan light light flash
used magic packet receive and can see the packet details so definitely its not router problem

and its either turn off or on both usb and wol together

new bios 4.40 with is out, plenty of problems according to those on reddit
the lack of quality controls is disappointing
