If you have purchased a Retail copy of Windows 10, then you're allowed to transfer the product key to another computer. ... On the other hand, if you have a computer that came pre-installed with Windows 10 (such as Surface Laptop 2, Dell XPS 13, or Lenovo X1 Carbon), then you're using an OEM license.

is there any site that sell windows 10 cd key?

There is a cheaper alternative, but we can't tell you where as it is actually against the ToCs of this forum.

You can't go wrong with the 2 available choices as the PSU, both PSU brands are reputable in their own right.

Option C is enough to juice your current selection of parts, but Option B is preferred if you want to upgrade your rig down the road.
