Can defer ops manning?

I am currently studying overseas now, applied for exit permit, no ict, ippt for me this year but received an ops manning notice during summer holidays which i will be SG. Can i defer it and tell them i have exit permit or LLST must go report then and there.

my exit permit ends before the ops manning period start, i was stupid enough to think i have to apply every year till i meet other sgrean students overseas who applied throughout their study term...
