From S8 to Note 9, does Samsung Smart Switch migrate the Whatsapp app only or does it also move all the data (photos, videos, chats) to the new mobile?

No it does not. You can however use WhatsApp to back up into Google Drive then login and restore on your newer device.

Can just do a backup in whatsapp then just copy the whole whatsapp folder to your new phone.
