Chinese Notification for 2G/3G ?

Hi guys, recently I notice that my S4 sometime will come out with some Chinese character, with something about 2G/3G, and ask to monitor the usage. My fren using the Note II also got the same thing, anyone else encounter this ? We both on Singtel

Hi, my friend's S3 had the same issue and was solved by removing an app call Kugou. You might want to try.
