Computer cannot turn on :(

I just got a new GPU gtx 1060, after plugging it into my motherboard I on the desktop it doesn't boot up I check and realised the 6pin power plug forget to plug in. Previously using 970 with all the drivers still installed.

I turn it on again with everything properly plugged but desktop doesn't turn on...

Then I tried taking off the GPU and on the desktop, still cannot boot ...

I notice the CPU heatsink fan jerked and stop quickly repeatedly and nothing boots or power up. Power on button light keeps flashing, monitor no picture, casing fan is running.

Please advise.

Try reseat the memory modules.
