Computer unable to boot up

Hello everyone,

I am facing a issue with my desktop PC and would like to ask for advice. My PC shut down suddenly while I was using it; the PC shut down again during the first reboot, shutting down before reaching the loading Windows screen. I could not get the PC to the Windows loading screen for the subsequent reboots; the monitor detected no video signals from the CPU and remained in sleep mode. When the PC was turned on, I opened up the casing and observed that the CPU fan was not spinning while the GPU fan and the rear casing fan was spinning. Re-seating the RAM did not resolve the problem and replugging the CPU fan power pin did not help too. My PC is pretty old, coming to 4 years of age.

Any recommendations to the problems above? Thanks in advance!

Thank you for the reply! I looked around the internet after looking at your reply, it seems highly possible that this is cause of the problem. However, I would like to ask if there are other problems causing, and any recommendations for a budget CPU heatsick + heatsink fan(I do not overclock)?

for budget CPU cooler, get DeepCool Gammaxx 300 for $29...
it will be no problem cooling your Athlon x4.

I brought the PC down to SLS (the shop at #02-32. Thank you Nigel!) for repairs. It seems like the heatsink fan uplorry. The heatsink fan was replaced and it is working fine now.

It was remarked that I am lucky for having the AMD motherboard that is still working after 4 years.
