I recently built a PC using a Rampage II Gene board with i7 940.

I notice that the fan spins really, really fast then slows down. I installed CPU-Z and noticed that the fan noise coincides with the CPU going to 3.0Ghz and multiplier to 15 then comes down to 1.6Ghz with a lower multiplier. Is this normal?

I have another desktop with Biostar TA790GX with Phenom X4 940 and it constantly stays at 3.0Ghz (based on CPU-Z, again).

Do I need to adjust anything on the BIOS? Did I build this rig incorrectly? If it's normal, I'd probably just change the CPU cooler as the fan noise is unbearable.

It's normal. The CPU throttles up and down depending on the work it needs to do. If a lot, then it clocks higher.

As for the fan, I think it's also set to blow at full capacity when the CPU is clocked higher. If u do not want the fan to blow at varying speeds, u can disable the fan throttle too and the fan will blow at full capacity regardless of the CPU throttle.
