If you reach too early, strong advise u to store luggage at taipei railway station, then take MRT to their traditional market, best ones are Nan Men (South Gate) market which is high floor full air-con.
Or other market were open air like Di Hua Street. Good old-school breakfast.. open as early as 6am.
Eating itself plus shopping will chew away few hours of your spare time.
