Dell U2417H - possible defect?

Turned on my 3 year old Dell U2417h monitor today just to see very obvious horizonal lines and hazing. Verified that its not the cable or the graphics card. The image is when the monitor is entirely disconnected and has no graphics input.

Does this mean that the panel is totally spoilt?

Yup, looks very probable, happened to my benq before. had vertical lines across the screen, refresh rate was also locked at 60 hz with 144hz option greyed out. Sent it back for repair and alls good now.
