AMD Ryzen 2200g, a320 Mobo, 8gb ram and 250gb SSD.
The rest should be easy...
That can be done within 500

get from carousell, they sell factory refurbished gen 2 or gen 3 i3 or i5 hp or fujitsu set with genuine win7 pro for like under $ 150 if you bump the ram to 8GB ddr 3 . if you are lucky some of them are literally unsold pcs still unpack with almost zero dust in it .
i bought 3 for my parents . these things run off 180 -200 watts psu because they are mainly mini pcs type so it is somewhat energy efficient and space efficient but you can run gta 5 or witcher 3 at medium - high res if you plug in a low profile 1050 ti . this was meant to run in office environment where space and noise is very big concern, i do find this as a big plus since old folks can be very picky about asthetics and noise level. my mum actually put a doily cover on one the cpu and a fake plant . software wise one runs on android for the those tv apks( hint : zaltv) and the other two i installed Kodi that launches upon bootup.

Almost all brands will come with at least 1 yr warranty. You will have to be their tech support after 1 yr. So, try to get some basic knowledge or you can try asking here. But, you have to execute it yourself.

Speaking from own experience.

sometimes newer pc may not be a great option considering . older pc comes with authentic win 7 pro which can be upgraded to win 10 pro . that alone is worth the $150++ ticket. couple you have an older gen pc that works great with android or linux with less driver and compatibility issue .you can even install a hackintosh mac OS. on old gen and buying a sff makes more sense sometimes due it power draw . of course a new mini pc like intel nuc is good too. but these make good interim pc that comes with preinstalled os , hdd, ram and good enough for surfing , youtube and kodi and some office productivity software . believe people prefer a working backup . buying two sets with same hardware means if you become the inhouse tech support. you can easily transplant the hdd to other set with very little driver issue . to each his own imho.to me having my parents have a seamless experience is better than just getting them the latest and the greatest with no proper backup plan to support them

Have you considered Intel NUC?
Simple, small and you can pair it with any large monitor you like.
