display stutters during gaming

i play WOW on my com. i put it to ultra settings and 2560x1440 resolution.

during the game, when i'm not moving fps is about 100. then when i fly around it drops(understandably), but the thing is there will be these horizontal lines across the screen like as if the image cannot load fast enough for smooth display.

WOW isn't that system intensive right. are my specs insufficient? or something else?

Enabling Vsync should solve this issue.

Enable Vsync. Btw it is called screen tearing. Just get the Vsync enabled it should solve it.

Do not enable gpu scaling especially if your gpu is beefy
