Any recommendations? Budget 1000 to 1200
generally playing games such as Battlefield, Far Cry, CS, Dota and Skyrim kind of games. OS not needed.
would be good to also have the price for individual components.

assuming i would prefer a 2tb harddisk 7200rpm(not limited by brand), 128gb or equivalent ssd, no need for a dvd drive?

oh and would there be a big difference between i5-4460 and i5-4690k?

DVD drive is optional.

Less than 2% different in gaming performance for extra $80 excluding a good cooler which might cost you extra $50 ~ $100. and a Z mobo that cost $10~$30 more than a none overclocking mobo. Do you think it is worth it?

dvd drive is optional. you can get drivers from the internet. do note that you need to download the ethernet driver on another pc and copy to a usb drive to install to get access to internet to download the other drivers if you do not get a dvd drive.
