does i7 4790 (non overclock) needs cooling?

building my new pc,

ASUS Z87 Deluxe
Intel i7 4790

but not sure if i need to get the hydro cooling for the cpu as well?

no need, under normal full load(not stress test) cpu will never hit 70C.
