If you are a new driver on 1-year probation and your license gets revoked (due to accumulation of >12 demerit points), you'd be prohibited from retaking the driving tests for a year.

When does this 1 year suspension start? The date of your last demerit-point offense, or the date when you hand in your license?

technically is when you hand in your license.
but better be safe than later sorry.. on the date of your very last demerit point (do not drive anymore on that spot)

For new or probationary drivers

If you accumulate 13 or more demerit points during the probationary period of 1 year, the driving license can be revoked and become invalid.
The license holder will have to retake all the necessary driving tests (theory and practical) in order to obtain a license to drive or ride a motor vehicle again.

For non-probationary drivers

For non-probationary drivers who have no previous suspension record with the Traffic Police and have accumulated 24 or more demerit points within 24 consecutive months, their driving licenses will be liable for a first suspension of 12 weeks.

For drivers who have previous suspension records and who accumulate 12 or more demerit points within 12 consecutive months, their driving licenses will become liable for subsequent suspensions of up to 36 months.

Where the suspension period lasts a year or longer, his driving license will become revoked and invalid. The license holder will have to retake all the necessary driving tests before he can obtain his license again.

My question is when would you be able to retake the tests? 1 year from license revoke date, or 1 year from last offence date?

Revocation of license, not suspension, is the appropriate word for probationary drivers.

A probationary driver who accumulates more than 12 demerit points (i.e. 13 or more demerit points) will have his license revoked. A person shall not be allowed to apply for or take a test of competence to drive any class of vehicle within the period of one year from the date of the revocation of a licence, whether for the same or for a different class of vehicle, held by him [Rule 12(c) of the Road Traffic (Motor Vehicles, Driving Licences) Rules]
https://sso.agc.gov.sg/SL/RTA1961-R27?DocDate=20180927&ViewType=Pdf&_=20180928002532

This is also stated on page 9 of the Basic Theory of Driving, 9th Edition.

The Deputy Commissioner of Police shall, before revoking a driving licence of a person ... give the person concerned notice in writing of his intention to do so, specifying a date, not less than 14 days after the date of the notice, upon which such revocation shall be made and calling upon the person to show cause to the Deputy Commissioner of Police why such driving licence should not be revoked...
An order of revocation ... shall not take effect until the expiration of a period of 14 days after the Deputy Commissioner of Police has informed the person concerned of the order [Section 35B(1),(4) of the Road Traffic Act].

Accordingly, when all avenues have been exhausted, the 1 year revocation starts from the date as specified by the Deputy Commissioner of Police, a date that is soon followed by the surrender of the license.

1 year from the revocation date.

The longer it takes to confirm the revocation date, the longer the wait to re-take the tests.
