Driving without license first time offender

Hello! Asking for a friend, if they drive without a license, and got into a minor accident, how will the penalty be for first time offender?

And would the police be more lenient with the penalty if they confess? (Because no police report is made yet)

The enhanced penalties will mean that those driving without a licence will face up to three years imprisonment and an S$10,000 fine for their first offence, and a six-year imprisonment and an S$20,000 fine for their second offence.
