Enable basic functions for banned accounts

I notice when an acct gets t-banned, all the functions are disable. Can at least enable some basic ones like log out, access to account settings, change password, etc.

The current system is built such that one stays locked out for the duration.

Kindly wait for the temp ban to expire.
