Think got saw some mentions from those trucking documentary. Those carrying heavy load more easy to topple cause of the shift in weight and cg. Perhaps especially during turn.

And for rough terrain and long distance, need to constantly stop, check and re-tigthen the straps and ropes on the load one. Cause of movement over time loosening it. Local probably don't have or need such.

Thus best is to keep clear of such vehicle at high speed, especially during curve.
