Faulty PSU or MB ?

My CPU even can't boot to BIOS . Of MB CPU 4 phase LED lights only 3 lights up ...

Removed all rams , gpu but no beeping sound is heard.

I guess my motherboard is gone? or possibly of psu?:s22:

Need some hw sexperts advice .
