the price quoted is the clean price. but you need to pay accrued interest. this will be shown after the fact on the interactive brokers statement. been there done that.
They are discussing about treasury bill, not note or bond. T bill has no concept of interest.

my mistake...yes t bills are a discount instrument. more generally for longer term maturity need to included accrued interest in the total price

I'm gonna be That Guy... US bills don't have accrued interest (because they don't have coupons). Notes and bonds do.

Your other point about looking at the ask YTM is absolutely spot on , though.
