Gpu or PCI-e slot issue

Hope to get some help as to how to determine if the issue lies with the GPU or the pcie slot. Pc does not boot up and powers off itself.

remove the gpu before booting and see if it works if it does then try another pci-e slot

Tried using the onboard graphics to boot up, sometimes it does boot up sometimes it doesn't. Mobo issue ?

Tried the CMOS reset, started one cycle and back to the same issue.
