all fans spin at full speed during power up as fan control/PWM / Manual voltage fan regulation hasnt kicked in.

then yours is abnormal or u using low rpm fans/ connectors? my h80i fans will spin at full speed when startup also

it all depends on your motherboard, the current generation of motherboards all do that. It's the way the UEFI operates.

some motherboards every power up for 1.5 sec initial boot with PSU cable plugged out / back in. then powered up again normally.

Again this is normal, especially for Asus motherboards.
