Hangs on Windows boot up screen

Hi Experts,

Need some advice, help quick...
I have 4 year old Dell laptop with an issue that hangs on Windows Logo "Starting Windows" boot up screen. The logo does not breathe at all and it hangs there. A funny observation is that once I press Ctrl button, it boots up! Tested this 5 times and it boots up as normal AFTER pressing Ctrl, if not, it hangs there indefinitely.

Can some experts kindly enlighten on this scenario... ?

My Specs: Dell Inspiron N5110 15R
OS: Win 7
RAM: 8GB

Another observation is that I tired to install Win 10, it installs and restarts laptop, at the boot up screen, the same issue happens. This happen twice and Win 10 reverts back to Win 7 with an error message:

"We couldn't install Windows 10"
0xC1900101 - 0x30017
The installation failed in the FIRST_BOOT phase with an error during BOOT operation.
Press Close, it reverts back to Win 7.

check your bios setting, win 7 and win 10 is different in bios setting for my lenovo laptop

Better to stick to 7 on old laptop. If u want solve the boot issue, I think need reinstall windows
