Is there a way to reduce the total amount to like $1.2k? Without changing case/gpu

Reduce your mobo.

Go for ASRock H81m hds + i5-4460
Go for non blink rams such as Value rams 8gb single stick

Don't need to waste money for GPU.
Buy those like Palit or Zotac and save close to $100 for performance which on par or slightly better.

That is really not the way to compare via clock speed.

Look at the PCB and you will know. Look at the coolers they have to offer also.

Palit uses a small size PCB. Their card is a reference board that were used for the old 670 and 760.

They only have 4 power phases as compared to MSI 6 power phases. And a few more added components on the MSI card. There is a reason why people are paying premium for EVGA cards, not just for components, the BIOS and the cards out of the box performance, such as higher power limit etc.

The cooler used is very different from each company. There is a price premium gap of a certain amount. Palit by right their Jetstream can go smaller. They add a oversize heatsink on top of it. Wastage of space with 2.5slots config. Yet not really efficient as other competitors yet at the moment.

Not just that, a very old cooler for quite a long time already.

MSI Twin Frozr is really no horse run cooler. But i would suggest TS to go for the Armor edition instead of the Gaming edition if budget is a concern and wants an MSI card. The Armor edition spots the same PCB as the Gaming edition card.

Deciding if I should change to armor edition. As for the windows, currently I have w crucial mx100 on my laptop. If I bring the SSD over, would it bring the os over also?
Previously I duplicate my laptop hd to this SSD.
