Oh, learnt something new today. I guess in this case, rentee will neeed to carry out precaution when checking outlook of vehicle when collecting the car.

I heard rental companies are doing very well as car prices are high, more people are resorting to renting than buying. So cannot be conning people due to bad business. But do share if you find those reviews. Thanks.
