help building a budget rig!

posted this thread earlier 2 months ago but postponed the building until now so the story is this, want to buy a budget rig for my cousin as her computer just exploded, was thinking what's the cheapest I can get for basic usage like doing school work online and surfing web, no need OS, but was thinking to get her a graphic cards since it's so cheap for a dedicated graphic card rather than onboard. can anyone recommend? thanks! prefer intel one!
