I've recently got my 1060 OC-ed, and one thing I realized. When i did not launch my game, it was at a stable 2206mhz but when I launched my game immediately it went down to 2106mhz on my memory clock. Strangely, when I launched my game my core clock went to full speed instead.

What might be causing the downclock in memory clock?

What app are you using to overclock? I've never seen a case of memory downclock. If you overclock and it is not stable, it will artifact or just crash.

iirc gpu mem clocks do drop when in p2 state
when there is some sort of gpu compute or encoding going on

i no idea which game has compute, so maybe there's some sort of encoding going on in the background?

I'm not quite sure also. But I realized that it only drop whenever I start my game.
