Can someone help me interpret what this statement means and How do I go about to exaplaining it?

Now it is win-lose, you want the other guy to be down, fix him, crash his economy. So how then do most of the countries, if possible, hang together and cooperate with one another and not fall into disorder, autarky or anarchy? It is an excerpt of the state from the link I pasted.

I need to make a powerpoint out of it. Please help. I am at my wits end

According to Wikipedia,

Autarky is the characteristic of self-sufficiency, usually applied to societies, communities, states and their economic systems

Anarchy is a society being freely constituted without authorities or a governing body. It may also refer to a society or group of people that entirely rejects a set hierarchy.

You have to read the whole response in context. My personal interpretation, and I could be wrong, what he is trying to say is instead of what used to happen in the past where though disagreements were had, win-win solution would ultimately be the aim. Globalization, the common good and the world order. However, with the happening in recent years, we seems to be moving away from that. In international and geo-political conflicts, its more and more a win-lose situation - refer to Russia invasion in Ukraine; China levies on Australia; the great divide in America, etc.

Its lesser and lesser cooperation, mutual benefits, seeing from other person's shoes, its more about self-survival or rejection of governing body (e.g. NATO, UN, WHO, etc). Less and less ground for neutrality - it is either for or against. Small country like Singapore can ill-afford to take sides, for years we managed to remain neutral and enjoyed the stability and prosperity that global trades and economic ideals, but there is a real danger that it will not be as smooth sailing looking into the future with the current backdrop.
