Help needed with PC parts

Hi, my friend is looking to build a desktop that can last about 3 to 4 years.
He currently plays H1Z1, blackshot and league of legends. He also surf lots of websites and stream YouTube.
According to him, he won't be playing AAA title games as well as the latest game.

Would like to know what is the cheapest build for him, for him to play H1Z1 at high settings, as this game happen to be the most demanding game that he plays.

Build cost is without keyboard, mouse and monitor. Preferably from PCThemes.
He will probably game with a good 1080p screen.

Stream YouTube? U mean u stream or u buff YouTube? Different thing ley.. if u stream means you are a YouTuber.. buffing means u watch YouTube videos..

If just buffing only, agree that 1.4k sufficient for a comfortable build!
