Budget around $900. Good enough to play recent titles with no slowdown.
Is this kind of budget okay enough to go 60fps?

No need to include monitor, HDD, speakers and win CD.

Doesn't matter for me, I can DIY if all parts buy online or from Sim Lim, depends on which one sells the cheaper.

I lost touch with the gaming industry for years. If I have to guess-timate, would this run Division in Ultra High settings?

My take is it is a bit tight. A gtx 970 can give you good fps on high settings on the division, at ultra, you might get less than 60 fps. You might want to try this build that fits your budget:

Mobo+CPU: Asrock H81M-HDS + i5 4460 (330)
RAM: Kingston ddr3 8gb valueram (*49)
GPU: Zotac gtx970 twin fan (*419)
PSU: Superflower Leadex 90+ Silver 550W (*92.90)
Casing: Coolermaster n200 (61)

Total 951.90
*Buy from lazada can use discount coupons to reduce the cost further depending on which day. Tomorrow is DBS Friday.

It depends on what frame rate. The division at ultra is pretty graphic intensive. For reference, a 980 Ti would average 60+ fps on Ultra at 1440p
