How can we improve the COE system?

the original idea for COE was to limit the number of cars on the road but it doesnt work anymore

The COE is just a formula. To reduce COE you have to stop mass import of foreigners. Those grab and gojek also bid to serve more population. The issue is the mass import of foreigners

COE qty is controlled, means they have total control of number of cars on the road. What do you mean doesn't work anymore?
