Think its part of the item to include in an emergency pack bah. In case disaster, normal channel of telecommunication all failed. Still can listen to broadcast from authority for what to do, where to go, etc.

Those used in war probably are hf radio with longer transmission range.
While the one ts shown is vhf fm/am radio. Which have shorter range.
