Has been considering between the 2. Device will be using at home and outside with Wi-Fi and mainly for reading (E-book & newspaper subscription) and games. Any recommendation here ?

Have a I-Pad mini belong to my wife. As much as understand, it will be problematic to share both accounts between that one I-pad mini.

As per your needs, iPad Mini will be more suitable for you since you need it for reading and games. iPod Touch is too small for those activities. You can get a refurbished unit from Apple online store which is cheaper and comes with one year warranty too.

Reading books? iPad for sure, can also consider kindle
