if you like attention, right in the centre of ebisu bridge on a saturday night.

or the highest spot in Osaka - Haruka 300 and all the way to Edge the Harukas if you and her have no fear of height

other popular spots for locals include Kaiyukan, umeda sky building, USJ, renting a helicopter ride, hep five, any of the expensive restaurants in the hotels facing the bay

or why not take the train to kobe and hit Mt Rokko for the million dollar night view?

side note, please confirm she will accept before all plans are made, just saying. lol

but imo, a nice stroll after a nice dinner along the quiet river would be a better choice, not too many distractions.

hoshi no buranko in dec will be cold and windy. late spring for pretty greens or late falls for the colours will be better. i think it is about 2hrs out of umeda station, it is nice if the two of you like hiking. but maybe i would suggest going up rokkosan. it is easier to get to and there are cafes and things to do after you propose. you can still hike there is you like outdoors stuff

Whatever you do. Have a contingency location because things may not always go to plan, especially in a foreign public location.

With some luck some trees might show some orange and red, but you will see a lot of bare trees by first week. It might be underwhelming after a 2 hours train ride. I was thinking from Rokkosan you can even take the cable car straight to arima onsen straight after your proposal for a overnight stay.
