Infraction for asking for sic

Can i check with the mod that gave me infraction.

The reason given:
Forum Nuisance (trolling, impersonation, troublemaker, clone accounts, etc.)

On what basis is asking for a sic categorized as forum nuisance?

Does it mean that everyone in that thread receive infraction as well?

Why dont just close the whole thread then?

Even though I was probably not in this thread, I would like to ask why is this comment considered worthy of infraction also.
