The concept of making the 5c is as a test bed for replacing the iPod Touch which is seeing lousy sales figures the last I heard. Besides having a plastic casing, they might as well just put in a larger screen which I'm quite sure will give their sales figures a boost.
Then again, knowing Apple, they would much prefer to put such demanding feature in their most premium product lines first, such in the case of the TouchID.
