July in Taiwan

After doing a 23 days trip to Taiwan last dec-jan, I am bringing my parents to Taiwan in July. If Typhoon hit, will it be the same in eastern (Hualien) and western side (Taichung) since Taiwan is separated by the mountains?

Western side should be less serious?

Normally western side takes in the lesser impact. Go early july, try not later ba.
